Potential suppliers can file a complaint with the Tribunal concerning any aspect of the procurement process, of a systemic nature, relating to a designated contract, and compliance with one or more of the following agreements.

- Revised Agreement on Government Procurement (World Trade Organization)
- Canada-Chile Free Trade Agreement — Chapter Kbis
- Canada-Peru Free Trade Agreement — Chapter 14
- Canada-Colombia Free Trade Agreement — Chapter 14
- Canada-Panama Free Trade Agreement — Chapter 16
- Canada-Honduras Free Trade Agreement — Chapter 17
- Canada-Korea Free Trade Agreement — Chapter 14
- Canada-Ukraine Free Trade Agreement — Chapter 10
- Canada-European Union Comprehensive Economic Trade Agreement — Chapter 19

Canada-United Kingdom Trade Continuity Agreement (Canada-UK TCA)
Following the departure of the United Kingdom from the European Union (“Brexit”), the Canada-UK TCA provides that the United Kingdom and Canada will continue the rights and obligations of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), with certain modifications as set out in annexes A and B, including in respect of Chapter 19 of CETA relative to government procurement.

The following agreements are no longer in force:
- Agreement on Internal Trade — Chapter 5
- The Agreement on Internal Trade was replaced by the Canadian Free Trade Agreement.
- North American Free Trade Agreement — Chapter 10
- The North American Free Trade Agreement only applies to procurements started no later than June 30, 2020.
